I mean, this is SOOOOOOOOO stupid it's offensive to any one who makes use their brain!
Let's get past the obvious spiritual righteousness bullshit that this lawmaker feels he obtains, let's just focus on stuff that is less complicated, which is, well, logic.

I say, "Clearly, your delusional. There is no clear legislation on bestiality, does this mean it's an invitation for all Filipinbo citizens to engage in intimate sexual relations with non-human animals?"

At this part, it gets REALLY hilarious:
Point no 1: This is totally confusing. Who is gonna conceal what from whom? There are several permutations:
Point no 2: And then how can one "misdeclare" his/her true sex? Will there be a national census on homosexuality? how can they know someone is lying unless they actually see that person sucking cock or eating pussy?
How can someone "misdeclare" his true sex? Tingin ba niya lahat ng bakla ay puro kamukha ni Ricky Reyes at BB Gandanghari? It's as if he's making his stands without any clear perspective ~ which is NOT totally UNEXPECTED in the Philippines seeing as we elect morons into office.

MANILA, Philippines--Describing it as “highly immoral, scandalous and detestable,” a lawmaker on Monday called for the criminalization of gay marriage .
In proposing House Bill 6919, Manila Representative Bienvenido Abante Jr. said same sex union “would snap the remaining strand of our moral values.”
Abante, a pastor and chairman of the public information committee, said there is no specific provision yet in the Revised Penal Code penalizing persons who enter in same sex marriage or those who solemnize the marriage.
“While there is no documented same sex marriage yet in our country, the absence of clear legislation serves as an invitation to same sex marriage,” he said.
Violators face 15 years' imprisonment and a fine of not more than P150,000, according to the bill. It also provides a 12-year jail term and a fine of P100,000 for anybody who misdeclares or hides his or her true sex for the purpose of securing marriage license.
Any person who issues marriage license or who solemnizes the same sex union faces an imprisonment of 10 years and a fine of not more than P100,000.From here

1)There is nothing wrong with being Ricky Reyes or BB Gandanghari. Ricky is a gay man while BB is a transsexual woman. While I do not agree with some of the opinions of these two personalities, I will not put them down in arguing my case. Diversity is one of the beautiful things about our community and if we are going to advocate for human rights, we advocate them for all regardless of their sex or gender identity or expression. Ricky Reyes and BB Gandanghari are as much affected by this issue as you are.
2) There is no such thing as a sex transplant. The correct term is sex-reassignment surgery (SRS) or genital reconstruction surgery (GRS). People of transsexual experience feel and think that their gender identity is opposite to the one assigned to them at birth. The identity struggle for them is a lifelong one. People do not opt for SRS or GRS on a whim so I take issue at your example of a gay man who gets SRS for the sake of marriage. There is no known case of this ever happening in the Philippines or elsewhere.
3. I have a feeling that Rep. Abante, because he is pure evil, wants to target the entire spectrum of our community. Meaning, this bill will affect Transgender Lesbian Bisexual and Gay (TLBG) Filipinos. There are trans people in the Philippines who have been able to change their name and sex in their birth certificate. I think Abante is referring to us when he said that we should declare our gender. That means our sex-assignment at birth. So even if you have had a successful name and sex-change in your documents, I think Abante does not want even heterosexual transsexual people to be able to access marriage. There have been many known cases of marriage in the Philippines with one spouse being transsexual.
My point is, many in our community want marriage. Some do not. But if we will fight for our right to access this social institution, we must do so without leaving others behind and we must do so with an understanding of the bigger picture.
What is clear right now is the need for all of us to unite in standing up against the tyranny of Rep. Abante. It will be immoral not to take a stand against this.
This is a violation of our human rights!!! We must stop the enactment of this House Bill!!

2. When I cited BB Gandanghari or Ricky Reyes, it was not done at any point to degrade their names or, as you've said, "putting them down". Being a "screaming faggot" myself (sorry for the lack of better terms) that would be the least of my intentions. I merely cited the 2 celebrities as it seeems the Filipinos' common idea of homosexuality are transsexuals and/or extremely effeminate gays.
What I'm trying to say is that he's pathetic. He obviously doesn't know what he's talking about. I'm definite that this law will be shrugged off. Magmumukha lang siyang tanga (again).
